Buck Rogers: Matrix Cubed does not run yet. The games are being worked through in order, and a new title runs when a released emulator build supports it — watch the changelog. What runs today is Pool of Radiance.

Buck Rogers: Matrix Cubed has not been re-released digitally.
The Buck Rogers games were published under a licence that no longer exists, and who now holds the rights is unclear; the trademarks page has what we know.
You will need an original copy. Finding one is not something this site can help with.
Party transfer

Carrying characters from one game to the next is something the games were built for. Amber Folio will support it once more than one title runs.
